T.R. and FOREIGN STUDENT APPLICATION PROCESS

TÖMER Certificate for International Applicants

For international applicants applying for either a Master’s degree or a Master of Fine Arts / Doctorate, the minimum score required on the TÖMER Turkish Exam is 70.

1. Applications are submitted online.
Please submit your online application between June 22, 2026, and July 3, 2026, via the websitehttps://bilsis.hacettepe.edu.tr/oibs/ina_app/. (During the application process, you may refer to the BİLSİS OBS Candidate User Guide.)
2. During the application process, all required documents must be uploaded to the system completely and without errors. In the event of incomplete or incorrect entries in the system (such as errors in academic GPA, foreign language scores, or document uploads, etc.), candidates will not be admitted to the general achievement assessment exam; even if admitted, “the registrations of applicants who submit applications based on false statements and/or forged or altered documents will be canceled as of the program enrollment date” (Graduate School Regulations, Article 9), and their exams will be deemed invalid.

3. After completing your online application:

-  Print and sign the “Applicant Registration and Exam Admission Form” (You must have this document with you before the exam.) Additionally, you must be present at the exam location on the exam date and time for the Department/Division to which you applied, along with all other documents you uploaded to the system.

The list of candidates who pass the exam will be posted on the Institute’s website on the dates specified in the Academic Calendar.

Documents uploaded to the system must be legible, clear, and complete. If it is determined that the information entered into the system during the application process is false, contains misrepresentations, or that the application was submitted with incomplete documents, the candidate’s registration will not be finalized; for those whose registration has already been finalized, it will be canceled.

Diploma or Provisional Graduation Certificate
For Master’s degree applications: Bachelor’s degree diploma;

For Artistic Proficiency/Doctoral degree applications: Bachelor’s and Master’s degree diplomas (A graduation certificate obtained through e-Government is accepted.)

* Note: Applicants who are eligible to graduate but have not yet received their graduation certificate must upload a letter from their university stating “eligible to graduate” in lieu of a diploma.

* Note: When retrieving graduation information during the application process, use the 18-digit barcode number beginning with “YOK*” located in the upper right corner of the document generated via the “Higher Education Student/Graduate Certificate Inquiry” feature on e-Government.

If the applicant has not yet graduated, the corresponding field must be checked (✓).

Transcript

For master’s degree applications: one (1) undergraduate transcript showing the graduation GPA (Transcripts obtained through e-Government are accepted.)

For Artistic Proficiency/Doctoral degree applications: one (1) undergraduate transcript and one (1) master’s transcript showing the graduation GPA

a. Only original transcripts will be accepted; photocopies will not be accepted.

b. Applications are evaluated based on the 100-point grading scale.

c. If the transcript includes the equivalent of a 100-point grade, this grade must be stated.

d. If the transcript is based on a 4-point grading scale, use the YÖK grade conversion table to convert it to the 100-point scale.

NOTE: A diploma supplement is not accepted in lieu of a transcript.

Scores from exams such as YDS, TOEFL, etc., are valid for 5 years. The minimum scores you must achieve on these exams are listed below:
